Meeting of the Private Company Council (PCC), 8:00 a.m. – 12:35 p.m. EDT

PCC members and FASB members will meet to discuss the following topics:
  1. The FASB’s project on Simplifying the Balance Sheet Classification of Debt
  2. The FASB’s Invitation to Comment, Agenda Consultation, specifically its research project on Distinguishing Liabilities from Equity
  3. The FASB’s Consolidation research projects, including Simplifying Common Control Analysis and Other Targeted Improvements to Variable Interest Entity Guidance
  4. The FASB’s project on Liabilities and Equity: Targeted Improvements
  5. Open PCC issues.

FASB Board Meeting, 9:00 a.m. EDT
  1. Ratification of EITF consensus and tentative conclusion. The Board will decide whether to approve the consensus reached at the September 22 Emerging Issues Task Force meeting on Issue No. 16-A, “Restricted Cash.” The Board also will decide whether to approve the consensus-for-exposure reached at the September 22 EITF meeting on Issue No. 16-C, “Accounting for Service Concession Arrangements.”
  2. Scope of modification accounting in Topic 718. The Board will discuss when changes to share-based payment awards are in the scope of modification accounting in Topic 718, Compensation, Stock Compensation.
  3. Open discussion. If necessary, the Board will discuss minor issues on technical projects or administrative matters.

Liaison Meeting with the Institute of Management Accountants (IMA), 9:00 a.m. – 12:00 p.m. EDT

FASB members will meet with the IMA’s Financial Reporting Committee to discuss matters of mutual interest.

Public Roundtable Meetings on the FASB Invitation to Comment on Agenda Consultation

The FASB will host two public roundtable meetings on its August 2016 Invitation to Comment, Agenda Consultation, which it issued to solicit feedback about potential financial accounting and reporting topics that the FASB should consider adding to its agenda. The Invitation to Comment describes four major financial reporting topics: (1) intangible assets (including research and development), (2) pensions and other postretirement benefit plans, (3) distinguishing liabilities from equity, and (4) reporting performance and cash flows (including income statement, segment reporting, other comprehensive income, and statement of cash flows). It also seeks feedback on other major areas of financial reporting, beyond those four topics, that the FASB should consider adding to its agenda. The comment period for the Invitation to Comment ends October 17, 2016.

The purpose of the roundtables is to provide an opportunity for those who have submitted a comment letter to discuss their feedback on the agenda consultation with Board members in greater detail. The Board is seeking participation from financial statement users, preparers, auditors, and others.

Those interested in participating in one of the roundtables should register online by Monday, October 31, 2016. Nonparticipating observers also should register in advance (seating is available on a first-come, first-served basis).
